Insurance and equipment for volunteer groups 

    • DM updated the group that there had been an accident with the commander mower during a volunteer session, injuring a member of the Common Volunteers 

    • DM reassured the group that all procedures were followed, the volunteer was taken to hospital and was treated quickly and back in the village. The incident was written up and the report sent to the Parish Council. The group has reviewed the incident and agreed on new procedures for volunteers and a new Risk Assessment has been drafted and will be stored with both the volunteers and with the Parish Council.

    • The Clerk will check that with the Council’s insurance that the Risk Assessment meets the required standard.

    • A new and up to date first aid kit has been ordered for the Common Volunteers

    • The volunteers have sent a request for new and updated equipment, which has been included on the Agenda at the September Parish Council meeting for approval.

Ragwort

    • The Group has received a question on pulling the ragwort on the Common following a report highlighting its status as a native plant and the beneficial properties to the ecosystem around it. 

    • The group acknowledged the report, however also noted the report also agreed that ragwort should be removed from areas where cattle will be grazing or areas which will be cut for hay for feeding cattle.

Update on Ranger Applications. 

    • The exact start date of the project is yet to be determined as still waiting to see if any of the candidates will be suitable for the role.

    • The deadline for submitting applications is 19 September, with formal interviews scheduled for 19 September. Currently the panel for shortlisting and interviewing will be AC, ES, JT & BD.

    • 10 applications have been received so far.

Hybanks update

    • The group was unanimous in their recommendation for the Parish Council to erect a fence along the Hybanks boundary. The item has been included on the Agenda for the September Parish Council meetiing

Cuckoo Farm update

    • This item is on the Agenda for the September Parish Council meeting to remove the stones from the Common

Biodiverstiy news

    • As part of the BBOWT, Bernwode, Ottmoor and Ray project butterfly surveys were carried out and on a significant positive purple hair streak butterflies were found on the oak trees on Tramhill.

    • Brown hairstreak eggs were also found on the common as well

Encroachment

    • It was agreed that encroachment concerns can be raised at these meetings, but only to inform the group. The concerns and details should be passed directly to the Parish Council to take action.

Sheep escaping on to the Common

    • There was reports of the sheep escaping near the Norcotts track. The Council are currently looking to assess the fencing in the walks and what repairs need to be made

Winter works program

    • Bramble clearance - The group agreed for Tim Ludlow to be asked to carry out flailing on the excavator to clear the brambles on the Common at areas S18, B15, S42, B2, B6, B11, S40, S21 and S20. Including the coppicing at S32 the work should take approximately 3 days.  

    • TP to liaise with Tim Ludlow to walk the areas and gain a quote for the work.

    • HLS Agreement - AC confirmed that the HLS Scheme finishes on 31 December and the re-application window for the Council does not open until after this date.

    • Survey of the oak trees on the boundary of the Common

    • Herd - BVCH highlighted the paucity of grassland for the cows due to the very dry summer, which has meant the need to move the cows around the common more as there less food available.

    • It may be necessary to purchase more winter feed hay, if the current levels of grass are insufficient for the cows. However, this may be difficult and costly as many farmers have not seen enough growth on their grassland for excess use outside of their own needs.

    • Ragwort - ES to enquire with the Brill Memorial Hall to use the commercial bins to dispose of pulled ragwort.

    • The Walks – BD confirmed that Aspire is scheduled to cut the grass in the walks.

Update on Wildlife and Community Ranger Project 

    • It was agreed for the advert for the Ranger to go out in the summer to catch students finishing their courses and looking for a new job. 

    • The closing date for applications will be 19th September with interviews on the 29th September

Hybanks

    • ES updated that Cllr Tuffley is due to visit Hybanks to discuss the fencing bordering the Common and the property. Cllr Tuffley to feedback the result at the next meeting.

Norcotts/Goats

    • The Council has raised a concern with Bucks Council regarding the application to extend the property over potential Common Land.

    • The Council is also meeting with the residents of Norcotts over the live stock fencing that has been erected

Summer programme

    • Brill circular walk – A lot of work has been carried out on the Brill Circular Walk to make this accessible for all to be able to access this.

    • The Common Volunteers have strimmed the area of Himalayan balsam following the clearance work in winter.

    • Hay – Common Vols will be making the hay again this year and will liaise with Vana Trust to see if they can use the Hay.

    • FOBC – The bottom track at North Hills has been cleared and and outside commoners has also been cleared after the cows have finished.

    • BVCH – It is important to identify areas for the winter program for bramble clearance on the Common.

    • The garden furniture rubbish that was dumped on the Walks has been cleared

    • The Ragwort has also been cleared on south hills side

    • There is a horse chestnut on the Walks that has died and will need attending to. 

    • 8 of the new trees have died in the Walks.

Ragwort/Himalayan Balsam/Sycamore

    • It was agreed for the Volunteer Day for pulling Ragwort will be 12 July at 12pm. A poster will be created and put up on the noticeboards and website.

Actions from the previous minutes

    • Sycamores - It was confirmed that Tim Ludlow has completed the work removing the larger Sycamores with his digger. 

    • Ragwort – BD to contact LS for an update of the use of the bins from the Memorial Hall to dispose of the ragwort.

    • BD & ES agreed to take the current bags of dead ragwort to the Bucks Council waste centre

    • BD to contact Halls Waste Management to obtain a quote for the removal of the pulled ragwort.

    • The Sheep – ES & BD confirmed attempts to contact the shepherd without success. It was agreed for ES & BD to visit the shepherd at his residence. 

    • Garden Waste on The Walks – ES & BD to draft and send a letter to the resident who is dumping garden waste on the Walks.

    • Encroachment at the bottom of Tram Hill. - The Advisory Group objected to the plan to not remove the stones at Cuckoo Close Farm, but have signed document which states that the land is still Common Land owned by the Parish Council and any liability regarding the stones would be met by the resident. The Advisory Group objected and requested the stones be removed

Heritage Lottery Grant for a Ranger for management of the Common

  • It was confirmed that the advert for the Ranger role had been published with a closing date of 12 March. Interviews are scheduled for the 24th March 2025.

  • The Group agreed for the applications to meet with ES, AC & BD for a formal interview and also 30 -45 mins with members of the Advisory Group on the Common to discuss the practical aspects of the role. 

  • Funding – It was confirmed that the funding received from the National Lottery is ringfenced for the Common only Concern Common itself rather than the Walks.

Winter Programme (feedback from walk with Alex)

S20 – Common Volunteers – So far there have been three sessions clearing Himalayan Balsam and are currently doing very well. There are more sessions scheduled and the clearance should be finished by Christmas weather permitting.

FOBC – Started clearance on South Hills but have been unable to carry out significant clearance due to members illness and combining the work with that of the Herd as well.

Ragwort – The Clerk to Check if Bucks Council will collect and incinerate Ragwort.

Sycamore! (Huw etc) 

ES updated the group that the Parish Council has initially committed up to £1,000 towards the removal of sycamore from The Common.

Huw Rowley has attacked and removed some of the smaller sycamores with his mattock, but would require a bigger mattock to be able to remove the bigger specimens.

The Group agreed to ask Tim Ludlow if he had the equipment (eg a digger) and if he would be willing to dig out the larger Sycamores. 

Cllr Slater updated that the Parish Council had approved the removal of a sycamore on the Lawns as following sight of the surveyors report the trees proximity to the house will cause potential damage to foundations if left in situ.

The group unanimously agreed not to plant any further trees in the Walks. 

The Walks

Dogs off the Lead - The increase of dogs off the lead in the Walks has started to cause low level concern and that all residents should have dogs on the lead.

Sheep – The group was very supportive of the Management Programme drawn up by AC but this also requires further and closer contact with the Shepherd regarding the times and when the sheep or Rams are placed on the Walks. ES & BD to visit the Shepherd to discuss the grazing license and timings for sheep on the Walks

BD to investigate further the legalities of sheep and fencing on the Walks as it is designated Village Green.

Garden Waste on The Walks - Composting system in the village - ideas? The group agreed a standard letter should be sent to residents who deposit garden waste on the Walks or Common.

Encroachment down Tram Hill

BD has a possible meeting on 7 December 2024 to discuss the Encroachment at Cuckoo Close Farm.

Heritage Lottery Grant for a Ranger for management of the Common

ES reminded the group of the purpose of the application and that it is currently the second week of the eight-week consideration period before ES is notified of the decision. There is a hope the outcome will be received before Christmas.

Signs to stop parking on the Village Green

The Group were in support of the use of no parking signs on the Village Green and on cars parked on the Village Green, particular during school drop off and pick up to try and ease congestion at these times and protect the Green.

LS stated she was working on these signs and would continue to do so to have these implemented as soon as possible.

Actions from the June Meeting

No matters arising not otherwise on the Agenda

Himalayan Balsam

The areas 19 – 22 are becoming over run with Himalayan Balsom and immediate action is required in October and the winter to remove the brambles preventing access ad remove the scrub on the fields. The Balsom then needs to be strimmed when the first nodule appears and before it is allowed to flower. The Common Volunteers volunteered to clear the area of brambles and other growth in winter 2024 ready for the removal of the Himalayan Balsom from February 2025. The group recommended the Parish Council to look into whether Bucks Council can remove the collected ragwort and Himalayan Balsom

Ragwort

Tim Patrick has been working hard on the Common towards North Hills to try and remove Ragwort on the areas where the cows will be positioned. The Group agreed to arrange another date to pull ragwort in Spring 2025.

Glyphosate

Following reports of glyphosate being used on the Common ES reiterated that Glyphosate is legally not permitted on the Common due to the damage to the Bio-diversity. The Group reiterated that no other herbicides are allowed to be used on the Common.

The Walks Mowing 

Tim Patrick confirmed that the grass has been cut five times this year. Alex Cruickshank to draft a Walks Management Plan for the next committee meeting.

The Walks Committee – BVCAG pending an update from the Walks Committee is  recommending to the Parish Council that the Walks Committee be disbanded due to the lack of effectiveness. Garden Waste- Further reports of garden waste being deposited on the Walks. The Group recommended the Parish Council follow the Encroachment Policy on garden waste being deposited on the Walks.

North Hills Encroachment

ES updated the Group that the hardcore on the encroached area has been removed. There have been a number of residents of North Hills who have contacted the Parish Council in objection to the removal of the hardcore. The matter will be discussed at the September Parish Council Meeting

Span Green

Thanks were made to Mark Cherry for the clearance work carried out on Span Green. The Group believe that that Bucks Council have cleared the path all the way to Oakley Road.

Winter Programme

The Group agreed to meet in October to walk the Common and look at what has been done in previous years and discuss the upcoming Winter Schedule.

Ranger Application update

ES working hard on funding application. The Community Lottery Fund was unfortunately unsuccessful. However now working on the heritage lottery fund application. Currently into the second round and hope to submit this in September 2024. Has to demonstrate a clear project the Ranger will carry out eg scrub management, recruiting new volunteers, guided walks etc. Need letters of support and once the project plan has been complete it will be sent to the group to review and comment. An ecological condition assessment of the Common is also required.DM agreed to share the previous year’s Birds and Butterfly summary of species to be included in the submission.

CSA update

No update to report from the June meeting

North Hills encroachment and further track maintenance

ES updated the group that in the immediate aftermath of the work, there had been one informal visit by ES meeting with TP and also Paul Godwin. An Official visit occurred two weeks prior to this meeting and the Cllrs present agreed the area that has become a car parking area outside AF house is encroachment. The Council is currently in discussion as to the next steps following the encroachment process including the cost of the work to repair the area removal of the encroachment.

ES confirmed that the decision to grant a contribution towards the works initially was to act as a reminder that the land is Common Land and under the ownership if the Parish Council. The Council agreed to pay the contribution as it was most of the Council’s belief that the work was carried out in good faith. The Council is looking at two options for the restoration; whether the Council carried out the work and then look to charge those responsible or absorb the cost themselves. The Council has resolved that it will not contribute any funding to track maintenance in the future.

Summer schedule

TP confirmed that the sycamore on S21 has been removed though has left the brambles nearby. Ragwort - FOBC – The group agreed to hold a volunteer day to help remove the Ragwort encroaching on the Common on 6 July 2024. Mowing – DM confirmed that the Common Volunteers mow the common when appropriate. Goats – TP to leave the goats where currently situated due to the current growth of vegetation. UKPN – The Clerk to check whether UKPN have assessed the power lines behind 11 North Hills.

Rights of Way

Hannah Hulme Hunter addressed the group whether there would be any objection from the group in keeping the footpath pinch points in the Parish clear for a small remuneration. This would be approximately two cuts a year. This should be to cut back the grass and nettles not hedging. The Group in principle had no objection to the proposal. The proposal will then be passed though to the Parish Council to discuss. HHH to report the inaccurate footpath markers on Windmill Street to the Right Of Way Fix my Street. 

AOB

The Council is working on the new HLS Agreement. This though cannot be submitted until Spring 2025 as current agreement expires in December 2025. The new agreement would take effect form 1 January 2026.

BD and AC looked at applying for 10 hectares under ‘GS6’ - Management of Species Rich Grass, upgraded from the Restoration of Species Rich Grassland’ from the last agreement. This would include the grassland on the common and some of the bramble / scrubland. This would bring funding of approximately £6,600 / year. It was also suggested to include the Difficult site supplement for funding of £93/hectare totalling approximately £1,000 /year. The Council could also apply for a capital payment for scrub control of £2,240 per hectare. The Council will also consider a grant for Span Green grass scrub of £150/ hectare approximately, totalling £350/ year. The Walks have also be considered and could be eligible for Wood Pasture funding for approximately 3 hectares totalling £650 /year.

Beating the Bounds

ES confirmed that Beating the Bounds is still being planned for the summer but will take place after the work on North Hills has been concluded.

Little Annie Acres  

ES asked about the grass cutting and bailing taking place on the Common opposite Little Annie Acres. It was suggested this was Spring Valley House. The group agreed it would be beneficial for the Parish Council to speak to the farmer about the bailing

BVCH 

PS confirmed that Two more cows have been added to the herd on the Common, and have fitted in well. 

Grass Cuttings 

There was concern that a large volume of grass cuttings are being dumped on the Common behind Norcutts Kiln. 

Boundary fence to Hy Banks 

PS raised concern about the fencing by Hy Banks. This fencing is not stock proof and the cows are able to escape off the Common through this gap. ES to visit the resident and remind them of their obligation for stock proof fencing.

Minutes and actions from last meeting

  • The Minutes were approved as a true record of the meeting

  • AC confirmed that he had sent through an example copy of the grazing license. ED to confirm with the farmer if there is a grazing license on the Walks for the sheep and if not if they would be willing to enter in a license.

  • BD confirmed that he had met with the landowner of the adjoining field and that a site meeting was being arranged. The land owner suggested they would be willing to clear the ditch and had offered to investigate installing a chalk base layer under the right of way before restoring the original path. The Group agreed to arrange for the ditches to be cleared first and once this is complete to look in to the chalk proposal.

  • DM confirmed that 3D of the Winter schedule was completed in December 2023

  • ES to continue to chase JV about the Walks mower to be placed on the Walks.

  • BD & ES to contact the current Commoners holding grazing rights regarding the new Countryside Stewardship Agreement.

  • ES to continue with the drafting of the signs for cars parked on the Common

Winter schedule feedback

TP confirmed that the sycamore on S21 has been removed though has left the brambles. TP assisted with the scrub clearance at bottom end of North Hills with FOBC. The goats have been moved and will remain in situ until June 2024. TP raised that Forest School have undermined part of the fence which may allow from the Walks onto the Common which has created a large enough hole for sheep to escape from the Walks. Action: ED to bring the fence to the attention of the committee as part of the upcoming review of The Walks.

BVCH updated that there has been a change of plan for this winter. There has been more grass on Tram Hill site this year and as such the Cattle were placed there first. The herd is currently moving between the two sites dependent on grass. The herd is currently on ‘Commoners’, where TB testing has been carried out with confirmation that all cows received a negative test result and clear of all TB. BVCH are currently reviewing whether to move the cattle back here in the summer.  Action: ES to post a notification celebrating one of the herd ‘Bluebell’ turning twenty-one.

FOBC confirmed that they have completed their areas of the winter schedule as well as S22 & S26. 

Common Volunteers updated that S4 has been completed. The volunteers have  started on the Windmill area and completed with brush cutters an area ‘B10’ which had very thick brambles. Clearance has been carried out at the bottom of Tramhill near the ponds and the triangle out near the bottom of Tramhill. JC confirmed that the volunteers have been hard at work hedge laying (location?) 

ED (Walks) confirmed that bark had been obtained footpaths, and will be laying this in March or April.

Spring schedule plan

TP has agreed to mow the Walks with KF. The Parish Council flail mower to be stored on the Walks and following the confirmation of a written for damage and petrol etc, BVCH have agreed for the BVCH tractor to be used with the mower. It was agreed for TP & KF to cut the Walks when deemed necessary rather than under a more rigid schedule

BVCH confirmed that the cows will be moved when it is decided that the herd has eaten enough of the grass. There is a schedule but this is also dependent on the weather.

FOBC are currently gearing up for the Removal of the Ragwort towards the end of spring / early summer and requested a call for volunteers mid-spring to help with the clearance.

Q. Is it still a requirement to collect the ash after the bonfire?
A. That is the requirement of the CSA.

It was agreed to have a number of agreed bonfire sites on the Common.

Common Volunteers: DM updated that the volunteers have been hampered by the mower not currently starting due to damage from rodents. Once this is fixed then work will start on the cutting of the grass etc.

The Walks: ED, as already discussed, once the nettles start appearing then Tim is ready to cut the grass and nettles in the Walks.

LS requested that the blackthorn abutting Hartwell’s Barn be cut back or removed. DM confirmed he would check the Blackthorn and what action to take. 

The Walks Mowing & Mower arrangement confirmation As discussed under the Spring schedule plan

Funding application and ranger

ES confirmed that the PC is preparing to make the application for the Common Higher Tier Countryside Stewardship Agreement, which would be for approximately £10,000 per year for ongoing management of the Common. Applying for a grant from the Heritage Lottery Community Fund would provide the funding for the Ranger position to assist and manage the operations on the Common and particular the continued future of BVCH. LS working with the Farming Cluster who as a group are looking to make an application for £5.000,000 and what areas would be viable for the Group / Parish Council to apply for. ES is working with AC to draft The Ranger Job Description. Which would also include responsibility for checking the Public Rights of Way, herd, management of the Common etc. All members confirmed their agreement to continue with the appointment of the Ranger role.

AOB

Bottom of North Hills – TP updated that a large numbers of dog poo bags (approximately 100) have been tossed into the hedgerow. TP has installed a wildlife camera and will share the information with the group.

Actions from last meeting

  • Nettles – A quote was received from Aspire to cut the nettles in the Walks for approximately £1,000. After the quote was submitted an offer was received from Ken Furminger (KF) to cut the nettles at no cost using the mower and tractor kindly supplied by BVCH, to which the Parish Council gratefully accepted.

  • Grazing - AC to send through an example template of grazing rights

  • ED to talk to the farmer to check if grazing rights are currently in place and if so if there is a document available for the PC to have a copy.

  • Ranger Advert – ES confirmed agreement from the Parish Council for the advert to be drafted.

  • Span Green:

  • Hedge: PS confirmed that approximately three quarters of the hedge has been cut and the contractor has confirmed the remainder will be cut in Autumn 2024.

  • Sycamore Tree: The sycamore Tree (S21) has been removed and work is complete.

  • Flooding: BD to meet with landowner of the adjacent field to try and arrange a site visit to discuss what works can be done including the reinstatement of the ditch which has now become flush with the ground.

BVCH

The whole Group expressed is congratulations to BVCH for its receipt of The Kings Award for Volunteers.

Q. Has this been well publicised?
A. Yes, and in the days immediately after there was a dramatic increase on visits to the BVCH website

Q. Is there insurance in place for volunteers helping with BVCH?
A. Yes, and we have the Deputy Lieutenant comes to check and ensure all necessary insurances are in place.

Q. Is there an age limit for insurance purposes for volunteers?
A. There is no specific stipulation, however children can be members of BVCH but not volunteers, unless accompanied by their parents

Winter Schedule

Common Volunteers - DM

  • 3d, C & H

  • JC has been working on 3H coppicing the blackthorn hedge. There was a comment raised by a resident who was concerned about building a boundary to discourage encroachment on the Common. 

    Q. Has you been able to lay any of the Blackthorn Hedge?
    A. Yes, quite a lot of it.

  • 3E – The Bramble clear out has been done to get access to the large Hawthorn

  • 3G – The Brambles have been cleared as has the outlying hawthorn to the sycamore.

  • 3C – Work has been completed

  • 3D – We have not yet completed 3D though this will be done in December 2023.

FOBC - RS

  • S16 – The site has been cleared the site and the brambles cut back

  • S21 – The Sycamore tree has been removed 

  • 12, 134, 14 – These have all been encased with the goats.

  • AC had a look with ES at S16. Noticed eco plugs had been used. These were added to stop the sycamore from resprouting at FOBC request as agreed at the September meeting

Walks Mowing

  • Ken Furminger and Tim Patrick (TP) have also subsequently offered to cut the grass and nettles in the Walks for no cost with the Parish Council mower. BVCH agreed to the use of their tractor provided some conditions put in writing regarding damage, fuel etc have been agreed.

  • Jon Vaile has been spoken to about the mowing and has reiterated his commitment to cutting the nettles. 

  • It was also agreed for the mower to be placed under a tarpaulin and stored on the Walks so it is accessible for TP and KF when required to cut the grass and nettles.

  • Jon Vaile has confirmed that the mower has now been repaired and will be ready for use in the spring.

The Walks Management this summer

Management & Nettles

    • ES stated a recognition that there has been a bit of a mess this summer due to a number of factors .The focus is the future and what to do next.

    • ED confirmed that very little management had taken place on The Walks over the Spring / Summer. Thanks were noted to Tim Patrick for his work on the Walks and work from the Common Volunteers. 

    • ED provided an update on Jon Vaile’s commitment. JV is completely committed to mowing The Walks. The mower is currently broken, but to what extent is yet to be determined, but the head gasket is definitely broken. The nettles need to be cut on a regular basis e.g. every 6-8 weeks, to which the group was in agreement. It was also agreed for certain areas where the nettles should be left. 

    • ED confirmed the plan would be to cut the nettles 3-4 times over the period April – September every year. 

    • DM stated that the current length of the nettles will require them to be cleared once they have been cut. This wouldn’t be a problem if the nettles are cut on a regular basis.

    • It was agreed to obtain a quote for a one off cut and collect of the nettles off the walks from Aspire.

    • It was also agreed for ED to arrange a meeting with JV and the Parish Council to have a clear schedule in January or February in preparation for the summer. This is to be actioned by ED. 

    • It was agreed to continue with the use of sheep on the Walks to continue grazing the grass. AC to send through a copy of a grazing license for signing for the sheep.

    • DM stated the original vision for The Walks was to stop the land from being developed. It was registered as a Village Green and led to the increase of green space within the village.

Trees

    • TP was concerned about the cutting of the trees and asked that any contracted work needed to have a clear specification to stop any destruction of species. It was agreed that TP would be Cc’d into any tree surgery work undertaken by the PC if practical. 

    • LS asked about the locations for the benches in The Walks and who determined this. ED confirmed that this should officially be a decision for the PC.

Warden

    • ES confirmed that she would like to ask the PC for permission for an advert job description for a 1 day a week warden to see what pool of applicants come forward. Following advice from AC it was confirmed the salary would be approximately £5,000 per year. 

    • JC expressed concern that at 1 day a week it might be difficult to find the right person.

    • PS agreed and also added that it was a nice idea to have a warden, but the warden would have to be take part in the work as well as organising.

    • ES made it clear that there is commitment from the PC to run The Common more professionally long term. We cannot rely on volunteers for ever. 

Ragwort clearance 

    • ES expressed thanks on behalf of the group and the Parish Council to all the volunteers for their time in removing the ragwort.

    • RS raised concern over the number of volunteers coming to help. The ragwort has continued for an extended period this year and is becoming more difficult to clear with dwindling numbers of volunteers.

    • PS also stated there is also concern over the increase in volume of sycamore this year which is also a poison for the cows.

    • It was agreed for ES to ask the Council for permission to get a quote for the removal and disposal of the ragwort.

Winter Schedule

    • S4 (North Hills) - Spray markers are required on the trees.

    • AC – confirmed that the coppicing of the Hawthorn will create a reduction in the density of the scrub.

    • It was agreed as regards to hedging to follow the conservation method by cutting and laying the hedging.

    • RS expressed concern over the Himalayan Balsam which is also growing in larger numbers, but confirmed that the FOBC had agreed that the ragwort is the most important weed to remove over Himalayan balsam

    • 3I - S16 (Sycamores) – It was agreed to put the quote from Oxford Tree Services before the Parish Council for the clearance of the Sycamores. The quote for the removal was £650.00. This would be to cut down, chip and remove the brash and remove and leave the wood in situ.

    • 3G – S40: DM asked why the walnut needed to be removed?

    • AC confirmed that as it is a self-seeded tree on the Common it should be removed.

    • DM stated that the Common Volunteers would carry out the work for: 3c, 3d, 3e/f, 3h on the Winter Schedule.

    • RS confirmed that FOBC agreed to carry out the work for: 3a, 3b, 3g on the Winter Schedule

    • 5a/b on Winter Schedule – it was agreed PC would pay contractor to cut and collect. Pat Stone to organise. Need code for bollards 

Span Green

    • It was agreed to cut the hedge back to the ditch at the entrance to Span Green 5 a/b. 

    • PS confirmed that a contractor had agreed to remove the tree for no cost but in exchange for keeping the wood. All agreed.

    • PC in contact with landowner to solve drainage run off issue. BD to action.

Encroachment

    • TP to send new information regarding encroachment on The Walks to the Clerk to disseminate to the Cllrs.

    • Easement policy – LS & ES confirmed this is still being worked on by The Parish Council and will be shared when ready.

CSS Agreement

ES updated the group that she, AC and the Clerk had met to discuss the future CCS Agreement. Currently the first step that is required is to set up an Association of Commoners in order to fully consult with the Commoners on the suggested plans for the agreement. The Parish Council has the original list of Commoners and agreed to work with PS to ensure that the list is up to date with contact details.BD and PS to liase on this.

Proposal for The Brill Society to join the group 

During the meeting a vote was held to decide whether to include The Brill Society as a full member of the Advisory Group. The proposal was neutrally made by AC, with the results as follows: Votes in favour: 2 Votes against: 4. The proposal was therefore denied. AC explained that the Brill Society are only concerned with a small strip of land (the Curtiledge) around the Windmill which is mowed by the Common Volunteers on their behalf anyway. Therefore, in the interests of time, it is not necessary for them to be a full member of the Advisory Group which is made up of volunteers who do the physical work on the Common. Instead TBS will be invited as guests when necessary.

Feedback from groups

Common Volunteers
Dave Munson. Amenity mowing round windmill and car park discussed. Also helped with Walks clearing this week. Some communication confusion about when nettles should be mown.  Most of upper Walks done, some left. Flail not best for the clearing as cuts it but leaves it on the ground which enriches the soil; not good for wildflowers. Next attempt at clearing will be at the beginning of July. Jon Vaile is to do it on a regular basis having taken over from Colin Buggey. All agreed needs to be cut and removed. Mowing, strimming, and tractor. 

BVCH
Pat Stone. Cows moving next week to South Hills. Noticeable increase in orchids. Confirmed they will be fenced off for safe keeping. 

Friends of Brill Common
Roger Stone. Tractor flail brambles etc. NE corner, bottom of Tram Hill and outside Commoners 

The Walks

Jon Vaile. Purchased CB tractor to continue to maintain The Walks. JV was unsure of when he was supposed to do it, plus he had several busy weeks etc. Action: Dave M offered Common Volunteers to support JV with clearing and tidying of the Windmill.

Windmill

Andy Fisher. Two sails currently down for renovation. Grade 2 star listed building which includes the curtilage. Curtilage includes the walk to the mill from where the car park is now as it was the access to the mill. Concerned about getting on well with all groups and concerned regarding clearing nettles etc, for access. Wants the grass kept short for fire safety purposes due to it being timber building. Crack noticed last year on roundhouse. Doors and timbers planed to fit, after 2 weeks the doors have moved. Concerned that this is signs of subsidence. The roundhouse is not structural however the legs of the mill are on the same floor. Concerned about creating a full scale plan. DM confirmed that 15 years ago, 10 tons of soil were added to the area to help with support. Plan now to monitor the legs to see if there is any movement in them. Action: Common Vols (DM) offered to mow and strim under benches and stairs of Mill. Action: Andy and Dave to confer on ideas to help combat subsidence.
Possible suggestions of dragon’s teeth fencing, encouraging growth or planning further scrub to bind soil and discourage walkers.

The Walks

Managements plans for nettles. Jon Cable agreed to feedback to Walks Committee that we need a proper schedule/works plan from them in order to integrate it into overall Common Management plan. Action: JC agreed to ask Elaine Dickinson to organise one. Action: Agreed to give time for group to digest document when it arrives and Emi will circulate it when she receives it from Elaine. 

Grazing

Cattle; grass has grown very well so cows haven’t been moved yet so they can tackle the extra growth so it doesn’t cause an issue in the winter. Ragwort still in bud so not really showing yet- hopefully won’t be a problem this year. Agreed to keep an eye on the ragwort. If it does become a problem, then proactive approach to be taken again this year.

Goats

Goat grazing plan needs to be added to the management plan. Observed that yellow rattle is appearing on the common around the windmill and that’s attributed to the cows. Gives other flowers a chance to grow rather than being choked out by grass. Evidence of positive impact from cows. Action: Alex to liaise with Tim regarding goat plan.

Winter work plan

Action: Alex confirmed the winter work plan will be updated by September to give better notice to all. Action: All groups to feedback on last year’s plan to Alex ahead of this. Agreed to assess sycamore situation as poisonous to grazing.

Beating the Bounds and Encroachment

BtB a very successful event. List has been compiled and PC will be discussing it to agree which encroachments to grant, which to pursue.  PC confirmed encroachment policy is robust and will be pursued to the letter of the law if needed. Concerns on parking on Common raised to PC. Suggestion of parking stickers to put on cars. Action: Emi to suggest at PC meeting

Span Green

PC still waiting on 3 quotes for drainage of Span Green. Action: Emi to chase Bobs on this. Bucks RoW have confirmed they will be adding no horse-riding signs to the paths and that paths will be cleared later this year.

Scrub Clearance 

Suggestion for group to apply for section 137 for funding or match funding for scrub clearance. Inconclusive. Need to create of proper dump for arisings in future. 

Village Greens Management

Questioned reasons behind allowing bee-friendly areas to grow on the Green and what is the plan for them. Advised that they will be mowed and cleared at the end of the season, not left wild. 

Owls

Liz advised that she had been in contact with BORG and Tiggywinkles about supporting our owl population and about becoming a potential release site for rehabilitated owls. Group asked if they object in principle to being an owl release site provided that BORG and Tiggywinkles support the project. All agreed.

AOB

Formal minutes will be taken from the next meeting by Bobs Damerall as Parish Clerk. On this occasion an informal record of our discussion was taken by Emi Slater.

Funding changes new ELMS, Future HLS etc

Alex reported back on funding meeting with Philip Miles (attended by Emi Slater, Bobs Damerell, Liz Springs, Alex Cruickshank this morning in the PC office) with Ceres who have been employed by DEFRA to advise landowners in the UK on the new funding schemes. Philip will come back with a report on the funding available specific to Brill. Most likely we will apply for a further Stewardship agreement which we will need to prepare over the next year. Discussion of Animal Health & Welfare grant and whether BVCH should apply for it as well or not. Much discussion needed with all groups as to what we can apply for over the coming months. No conclusions made until we have received report from Philip and further discussion needed.

Action: PC/Bobs to wait for Philip Miles report and then continue to consult with Alex and Volunteer groups to start building the next application over the next 2 years. Deadline April 2025.

Draft Action Plan

Dave M reported on work done by Comm Vols which was in line with the management plan and as suggested  Alex’ draft work plan send round earlier this year. Action: Dave M and Roger S agreed to send Alex summary of what work has been done so far (by the Common Vols and Friends of BC) so we can keep a record for comparison – cc Emi in.

Span Green

Suggestion that railway sleepers would solve the problem on Span Green but not all keen as need a longer term better solution. Suggestion to abandon 6b in draft plan sent out. Span Green is footpath not a bridleway therefore the group decided not to precede further.  All agreed if the riders prefer not to go on road they could help contribute to the clearance of a pathway. Suggestion of possible use of the PC’s flail mower in September/August to flail right through Span Green. Discussion about  best to do with Span. Alex advises that Bucks CC should take responsibility for the footpath and the mess it is in. Action: Emi report to PC and Bobs re Bucks County CC to do something about Span Green drainage on the Bucks CC footpath. Check with Hannah first as she ROW representative on the PC. 

North Hills/Scrub Clearance 

Target for North Hills – comparison of targets. Alex has lumped Scrub and brambles together. Scrub means small trees as well as brambles. Discussion about size of trees. Action: In order to achieve targets in management plan we need funding to do a restoration project on North Hills – scrub removal project in late summer. More resources needed for scrub removal. Emi and Alex to discuss and report back to PC. 

Encroachment

Discussion about 2 vans parked permanently on Windmill Car park and then moved around the village & parking on the green?? Parents parking on the green. Discussion about Span green crossroads chalk path (see photo from Emi)  – opinion that it is not particularly an encroachment so not perhaps a problem – as the chalk will just fade in. Further discussion on PC encroachment policy. Liz reported on work so far and progress made. Emi and Liz reassured group the PC taking it very seriously and working on system that will be in place long term. Action: Group suggests small “No Parking” sign – no parking on the Green just to see if it will make any difference. Emi & Liz to report to PC.

Farmer Cluster

We get brownie points for getting funding/access for bigger project funding. We have already benefitted from Bird Seed project. Buckets and seeds received from Natural England. Action: Dave M and Tim P to put up bird feeder at Hartwell’s Barn and Jon C and Tim P to continue scattering seed along hedgerows in HB to fill hungry gap. Liz S to attend next Farmer Cluster BoR meeting. 

Hazardous Tree survey 

Emi reported on Nick Dunbar, Whole Tree Company – Ash Dieback – report to come. Discussion about planting of trees in place of ones that die as we go along. Action: Emi to send report round to all when complete. 

Pond in The Walks

Tim pollarded the willows by the pond. Question about 3 year pollarding of trees by the pond. Perhaps we do it too often?? Dogs swimming in the pond? Funding about restoring ponds – get a survey done of both ponds – cleaned and dredged – lining was taken out of pond – clay lining was taken – yes fencing ponds to protect wildlife is what the group think should happen. Discussion about “run your dogs loose” places that people could take them to as an alternative. Suggestion to fence pond, put up wildlife sign in the future. Action: First step Emi, Liz and Alex to discuss Pond survey options and report to PC. 

The Goats

The goats were put on the Common 8 years ago – after the HLS was applied for – that is why they are not included in the management plan. Pat S renews Tim P’s grazing licence every two years. Discussion about including them in next plan?

The Walks Committee

Discussion that we need more about what their plans are. How useful is it to have so many Vol groups? Jon reported Tree planting, pollarding and Bench has happened since our last meeting. Emi apologised for forgetting to tell PC about bench put in honour of Pete Davis and Pete Bugg. Tree planting had been approved by PC. Action: Jon to ask Walks committee to write a yearly plan of action and send to group (email to Alex and Emi).

South Hills

Broken glass found in the dip in South Hills – something (badgers?) has disturbed it and broken glass now exposed. Terry Russell reported it. Suggestion from Alex that we need to get contractors to look at it and also remind Bobs about mattress that Ilona showed him. Action: Liz to report to Bobs and PC. And ask Hannah to put on PC database and Bobs to action.

Licence for Sheep on The Walks

The Walks Committee – Defra asked this morning if Sheep on walks at a licence? Action: Jon C to ask Walks Committee what agreement sheep people have so we know for future funding.

BPS

Coming to an end. 2028 it goes down to 0. So discussion needed about what the future holds in terms of grazing. The future!? The goats? The cows?

AOB

HB – could Saunders Field be a holding ground for cows? Too many badgers in there so TB might be an issue – not enough grass for them in the winter .

Work Schedule

We agreed we need younger volunteers to get involved. We also need to agree targets, limits and think about succession. We will use the same divisions as the Higher Level Stewardship (HLS) scheme. We discussed the clarity (or otherwise) of HLS. Diversity of species and structure; advise is “a bit of everything and not too much of something”. Trees on the common - or not? We discussed overall diversity of our area and noted that the common is “unimproved grassland”.

The annual Work Plan to achieve these targets will include an aerial photo so clear for all. Goats are really important as are cows – so all need to go into the mix and represented in pictures. The work plan will include a range of different activities. Alex will come to Brill again in January. We will circulate the plan at the beginning of Spring. We need to agree who is doing what for posterity; make it transparent for future volunteers - and also to make clear what gaps need filling so the parish council can help fill. We discussed Span Green and the Thames Water work there. Alex will include this in the Work Plan and we will visit again. The parish council needs to approve and commit to the plan.

Work Plan monitoring strategy

We must keep track of activities to see if our plan is working. We need a strategy plan with limits and a rapid assessment monitoring system. The parish council could pay for professional ecologist to do a plant survey; a detailed botanical survey of whole site (different to mapping and monitoring), maybe every 10 years. Completed by someone other than Alex? Bucks & Milton Keynes Environment Records Centre sould be involved. Brill Common as a local wildlife site (LWS).

Part-time warden for Brill Common

We need someone to deal with encroachments (or is this a parish council responsibility?), to write future work programmes, to monitor work. A more detailed job description is needed to enable us to discuss this properly; Alex will write one. We discussed what gap this role would be filling; Alex’s role - but on a more permanent level? We also need to apply for grants. Perhaps the role could be filled by someone who could be trained up? Alex will write a job description.

We shared feedback from the Bernwood Forest and River Ray Living Landscape project, including farmer clusters; a DEFRA sponsored scheme to encourage farmers to work together. We decided to invite Alison Offord to a future meeting. National lottery grants may be available.

Encroachment 

The parish council plan to deliver the Brill Common & Walks Policy to every household every 12 months. It should also be displayed on the PC noticeboard. The PC are meeting to sort out an encroachment strategy and get a clear system in place so the clerk knows what to do if an encroachment is suspected. We discuss different types of encroachments. Record keeping is very important.

Hazardous Tree Survey

Emi reported that Nick Dunbar of the Whole Tree Company will be commissioned to conduct a hazardous tree survey.

The herd

Maybe there should be a sign in the the car park giving information about the cows, to help people understand their role. Tony Bostrum makes attractive wooden signs. Maybe also information about the electric fence - and a nature information board. Perhaps a proposal to the parish council?

The first meeting of the Brill Common and Village Greens Advisory Group was held on Monday September 5th. Present were representatives from Brill Parish Council, The Walks Committee, Friends of Brill Common, Brill Village Community Herd, and the Common Volunteers. The meeting was chaired by Alex Cruickshank from BBOWT, and minuted by Emi Slater from the PC. The first part of the meeting was a sharing of information and report back on what each group had been doing on the Common over the last six months to a year, in line with the HLS agreement.

Alex then invited the group to comment on the BBOWNT report.

All the groups made constructive comments and a very useful discussion ensued. Alex summarised the priorities made in the recommendations and we talked about the possibility of training up a warden to oversee Brill Common in the future, which brought up some really useful points. We then discussed the Group’s Terms of Reference; how we will work with the parish council, the flow of information, organisation of meetings (including attendees and minute-taking), and setting up a structure for future generations. We agreed to meet four times a year, corresponding with the natural seasons. The constructive sharing of ideas felt really positive.

During the last part of the meeting, Alex collected information about what data is held and where concerning local wildlife, with a view to setting up an ecological monitoring strategy for the common and The Walks; something we should implement now for the benefit of future generations. More on this project soon.

It is astounding how much hard work the groups have put in over the years - and how lucky we are to have such dedicated and energetic volunteers caring and protecting our very special common. I don’t think we fully appreciate or understand how much effort goes into keeping Brill Common and The Walks accessible whilst protecting wildlife, increasing biodiversity, and managing the land with awareness of the impact of the climate crisis. One thing is very clear, though: We need to start laying foundations for the next generation of custodians of Brill Common - so, please, if you’d like to get involved with any of the common volunteer groups, please contact them directly or email me, Emi Slater.
