Advisory Group Terms of Reference


Purposes of the Group

1. The Group shall be called The Brill Common and Village Greens Advisory Group.

2. The Group will act to advise Brill Parish Council as the landowner and organisation ultimately responsible for any liabilities.

3. The Group will support Brill Parish Council in meeting the following objectives at Brill Common, The Walks and the Village Greens in Brill:

  • Restore and conserve the common and other green spaces as peaceful places of natural beauty and, in particular, conserve its flora and fauna and ecological, archaeological, geological and physiographical features;

  • Conserve any part of the Common which is a local wildlife site for its designated features; and

  • Subject to paragraphs (a) and (b) above:

    • promote educational activities related to the common and other green spaces and, in particular, encourage public awareness of the ecological, cultural and historic significance of the common and other green spaces;

    • manage the Common and other green spaces as places open to the public for recreational purposes; and

    • facilitate the exercise of commoners rights on the Common.


Membership

The Group will consist of one named individual representing:

  • Brill Parish Council

  • Brill Community Herd

  • Friends of Brill Common

  • Brill Common Volunteers

  • The Walks Group

One other individual from each organisation may attend the meetings in lieu of, or in addition to, the named individual. If they attend in addition to the named individual, they will be unable to vote. Other advisors may be invited to the meetings to provide specialist advice with the prior approval of Brill Parish Council.


Meetings

  1. Meetings will be held at least every six months at the Parish Council Offices in the Old Library, Brill unless otherwise agreed by the Group.

  2. Quorum is three members of the group. Any fewer, and the meeting shall be postponed.

  3. Items for discussion to be raised by Group members will be submitted in writing to the Parish Council at least one week before the meeting.

  4. The Parish Council will nominate a chairperson who will bring order to the meeting and call a vote on any items as necessary.

  5. Voting will only be undertaken as a last resort. Consensus should be achieved whenever possible.

  6. Decisions made during the meeting will be recorded in minutes.

She will make sure your concern or question is on the agenda and conduct any preliminary research necessary to make best use of everyone’s time. The next meeting of the Group will be March 11th, 5pm in Brill Memorial Hall.
