Present: Cllr Newman (Chair), Cllr Springs, Cllr Fisher, Cllr Tuffley & Cllr Connelly and 3 members of the public were in attendance

Updates and questions from members of the Public

A member of the public raised a question around speeding in the village and the increasing number of Heavy vehicles coming through the village. This question was addressed under item 026/095 - Communications Database 

025/058 To receive apologies for absence

025/059 To receive any declarations of interest

No Interests were declared

025/060 To approve the minutes of the meeting held on 16 December 2025

Cllr Fisher proposed the minutes as a true record of the meeting, seconded by Cllr Connelley and unanimously approved

025/061 Finance: To receive the monthly finance spreadsheet

The Clerk circulated the financial spreadsheet to all Cllrs.

026/093 2026/27 Brill Parish Council Precept Request

The Parish Council approved the Precept Request of £58,800 which is an increase of 5%

The Parish Council approved the 2026/27 Parish Council Budget

026/095 Communications Database: To review the recent communications 

  • Traffic – A resident raised concerns about the speed of traffic through the village and the increasing number of Heavy vehicles through the village. The Council responded to the resident that this had been explored in the past and Bucks Council had stated they had no objection but that any cost associated with the move to change the speed limit would have to be met by the Parish Council. The Council to raise this matter with Bucks Cllr Ashely Waite to see what options would be available to the Parish Council. The Council to also enquire with Cllr Waite the status of the previous Waddesdon Area Freight Zone Consultation between Aylesbury, Bicester & Thame. The Clerk to send the original information to the resident.

  • Speedwatch - Cllr Springs also raised concern from a resident of a number of near misses entering and exiting car with children on Temple Street. The resident stated they would be willing to take part in in Speedwatch if a group could be organised. The Council resolved to ask the editor of the Council’s newsletter to include another item in the newsletter asking for Speedwatch volunteers.

  • Norcott’s Kiln Track – The Council reviewed a request from the residents for the track to be re-laid with type 1. The Council resolved that they had no objection to the track being re-laid with type 1, but suggested the work be carried out after the conclusion to the building work at Number 3 Norcott’s Kiln.

  • Windmill Car Park – The Council reviewed an email regarding the work carried out on the Windmill Car Park. The resident inquired as to whether any further works would be carried out and if the proposed ‘disabled parking bays’ would be priority bays rather than exclusive. The Council updated that no further works are currently planned to the car park. They did however ask the resident to identify the exact areas of concern as some of the current potholes are part of the carriageway and under the authority of Bucks Highways. The Council confirmed that the ‘disable bays’ would be ‘Disabled Priority bays’. Cllr Fisher to purchase the posts, whilst Cllr Springs to purchase the ‘Disable Priority Signs’

026/096 Football Pitch

To discuss the situation on the football pitch and the communication with the Men’s team. Cllrs Newman and Connelley held a constructive meeting with representatives from the Brill Sports & Social Club. The outcome was an agreement to have a meeting with the extended groups using the playing field and King George V field including the Youth Football Club, Brill School and Touch Rugby. Cllr Newman would Chair the meeting with Cllrs Tuffley and Connelley representing the Parish Council.

026/097 The Common / The Walks

Cuckoo Close Farm - Cllr Fisher updated that the white stones at Cuckoo Close Farm are due to be removed the week commencing the 26 January 2026. The Council will then review and report on the situation at the February 2026 meeting.

026/098 Defibrillator at The Pheasant

To provide an update on the proposed defibrillator installation at The Pheasant. Cllr Fisher is currently liaising with the landlord and owner of the Pheasant for permission to install the necessary cable to power the new defibrillator at the Pheasant and to confirm the exact location.

026/099 Section 137 Request

To review to the funding request from the Sports and Social Club. The Council to address this request as part of the meeting as mentioned in item 026/096 with the Sports & Social Club. Cllr Fisher to prepare a list of questions he would like raised the meeting in regards to the grant request and the future potential memorandum of understanding between the Parish Council and the club.
