MINUTES OF THE MEETING OF BRILL PARISH COUNCIL
ON TUESDAY November 18th aT 7.45PM

Present: Cllr Newman (Chair), Cllr Springs, Cllr Wilson, Cllr Tuffley, Cllr Fisher, Cllr Slater & Cllr Connelly and 4 members of the public were in attendance.
Updates and questions from members of the Public:
A resident enquired as to when the pea shingle on the Common will be removed from outside 1 Norcott’s Kiln. The Council advised the member of the public this is an item on the Agenda and would be discussed at that time.

025/060 To approve the minutes of the meeting held on 20 October 2025.
Cllr Connelly proposed the minutes as a true record of the meeting, seconded by Cllr Fisher and unanimously approved
025/061 Finance - To receive the monthly finance spreadsheet
The Council confirmed receipt of the monthly financial spreadsheet.
Budget - The Clerk stated that the Budget and Precept request for 2026/27 needs to be agreed by the January Meeting. The Clerk to draft the Budget with Cllr Fisher and Cllr Wilson to finalise and bring before the full Council to ratify.

025/063 Communications Database - To review the recent communications
Complaint received by the Council. Cllr Tuffley to hand deliver the response to the resident as the resident has stated that he has not received the emails sent by the Council.
025/064 Village Green
The Clerk confirmed that Rob Timms has agreed to install the grasscrete grids across the Green to the Church entrance in the spring once the growing season has started.
025/065 The Common / The Walks
Windmill car park potholes / signage Cllr Fisher updated that the Car Park will be repaired on 8 December. The signs informing the public to go up by 23rd November and car park closed late on the 7th December.
Norcott’s Shingle Cllrs Tuffley and Fisher to meet with resident at Norcott’s Kiln to confirm that the resident is required to remove the pea shingle from the Common
Cuckoo Close Farm Cllr Fisher confirmed that Mark Cherry has agreed to remove the stones from Cuckoo Close Farm once the repair to the Car Park as been complete.
Ranger Project update
The Clerk confirmed the Ranger had started and had already been out on the Common with both BVCH and The Common Volunteers.
The Ranger has asked to have a walk of the common with the whole Council in the spring to highlight to the Cllrs the work being done and plans for the future.
The Ranger has also drawn to the Council’s attention some damage to the Common on North Hills. The Ranger will cut back and reseed the area and erect a small temporary fence to protect the grass whilst it is growing.
Wayleave Agreement – North Hills The Council approved and signed the Wayleave Agreement for the installation of cables along the track at North Hills
025/066 Roads & Traffic – To discuss the following road matters in the village
Overgrown Hedges – Cllr Fisher confirmed that Mark Cherry is currently cutting hedges overhanging the roads on the approaches into the village.
